How do I make my pictures "hazed" like? (Photoshop question)?

I'm not sure this will give you quite the same effect, but duplicate the layer and blur the snot out of the duplicated layer using gaussian blur. Then set the blurred layer to overlay or lighten or soft light (try 'em all - you might find a look you like even better) and play with the transparency.
